Default Windows Error 1606

This Error 1606 is what you are told is when Windows hasn't a clue how to repair, change, or uninstal a program which should have been noted in Window Registry when the program is installed. When a program has been uninstalled, the registry is the place where remnants often remain.

I have both problems. There is some guidance from MS about what to do if the Installer can't find the instructions, which is said to be caused by 'corruption'), but they're rather daunting. An alternative is to reinstal Windows, but this entails the destruction of all one's personal files. You're told to back up files you would like preserved, but being completely ignorant of what this means in terms of DVDs, I'd like some advice.
