I have installed several, from different vendors, including one here. Mine connects my TiVo to the network.

They often provide a more solid connection that WiFi, with no setup hassle. I don't think breakers cause a problem, but being on different phases is, or even opposite legs of a 220 cicuit (here in the US). I tried to use a pair in a very large, often remodeled home and could not get a solid connection where I needed it. That place is so large it could have multiple meters.
