Irrelevant. What you should consider is window width. The larger the monitor, the more likely people will not be browsing full-screen.

With my normal window size, the horizontal scroll bar is at about 3/4. That should tell you something about my window size. If I go full-screen (just to test) I note everything is at the left - it would be better to center it.

And I'm with Kathleen: I use a horizontal scroll bar only when absolutely necessary.
