Over all, though, those pages and ads certainly wouldn't win any newspaper industry design awards here in Iowa (as, for the past three years, have the papers I work for). Well, OK, page 3 is better than the rest, but it obviously was designed outside. That said, this just has to be classified (by the USPS at the very least) as a "shopper" -- a free/give-away publication. It is 86% advertising. Those beasts are never things of beauty. Being a shopper is the only explanation I can come up with for its claim of 15,000 circulation and the lack of any subscription info in the masthead. Hm...yes, looking up the website I see this is attached to the real newspaper.
In a publication that's all ads, it's always going to be a matter of trying to do something that will stand out... Awful from a design perspective, but then it kinda looks like some of them were done in MS Publisher before being submitted.
