Why would you want to set the cookie file to read only?

If all you want to accomplish is to enforce session cookies only except for the few you want to be permanent (stored in the file), it's very easy to set that up as a policy in Firefox: just set it to session cookies only, and set up the sites you want to allow permanent cookies for as exceptions.

Maybe I'm not used enough to Opera yet, but I find cookie management in Firefox easier.
