Exactly. Old cities tend to have a lot of facilities (cables and pipes) underground that are not mapped exactly (yet, still) - for the older stuff, even if it's been recorded at all, it was often only approximate, which was once good enough but no longer is. Just a few centimeters difference with reality can cause no end of problems. And updating all the mapping is a huge, very costly project that takes many years to complete.
