Default CSS: Does this make sense?

I am working on CSS for a WordPress theme and found the following code.

Look at the declarations for font-size — why would anyone put in three sizes?

Most of it looks sensible, so I wonder if I am missing something here, but I would assume that the last statement would be applied.

   margin: 0;
   padding: 0;
   font-size: 10px;
   font-size: small;
   font-size: 0.77em;
   }
