Default Reduce size of .pdf "graphic"

I have a friend in real estate who sometimes blindsides me with a question that I assume (wrongly) that I can answer right away. This time, he has a plat that he's scanned and wants to include with other parts of a .pdf document to email to another agent. His original is about 508KB. Apparently they want this particular page to be 300KB or less. I smugly opened the page in Adobe Acrobat and clicked on File-->Reduce File Size...

There were no choices except for what version of Acrobat to convert in. OK, I did it. The reduction was all the way down to 488KB! Why bother? Is there another way I can do this? Some other application?

EDIT: If it helps, I have a copy of the pdf at http://thebaldwins.com/platorig.pdf

Thanks,
Linda
