XSP was interpreted that way by the press, in its inimitable way, but Microsoft is hoping XPS to become an ISO standard. It has some resemblance to PDF, but, unlike PDF, is based on XML. PDF didn't take off until Adobe gave the reader to all comers gratis, and, as Steve said, XPS won't ever become popular until everyone can read XPS documents. At the moment, Visa users can use it (without a special reader), and people with XP or 2003 server can use the MS reader. I think there's something for Mac people too.
