It isn't just that. Here is ECMA's initial description:

'The goal of the Technical Committee is to produce a formal standard for an XML-based electronic paper format and XML-based page description language which is consistent with existing implementations of the format called the XML Paper Specification (XPS).'

Since however PDF has just become an ISO srandard, David will need something bigger than a stone in his sling to kill Goliath.

(By the way, I got mixed up with XSL, which is another X thing, also based on XML, but different.)
