I hook up and unhook SCSI devices (or turn them on and off) to the PC without turning it off. If the PC doesn't "see" a new SCSI device, I just have to go into device manager and refresh.

I figure the worst that can happen is that the OS will become unstable and require a reboot, but that doesn't seem to happen.
