Michael,
Oh, the French Academy is very definitely a government organization. And, in practical terms, their pronouncements are actually only binding on the government, though there are a few recent laws that reinforce some pronouncements of the Academy.

Where else are you going to find the website of "the immortels" as the French Academy folks immodestly call themselves?
