I do not think you can do it automatically. (I believe FrameMaker would do it, as well as straddle heads, but that doesn’t help much.)

You may have to resize the text box to straddle the columns. Have to admit I’m not even sure that will work if you use the auto-footnote function.

If you can resize the footnote text box, and if you work on a Mac, it may be possible to write an AppleScript to rearrange them.
