I don't have a license for Japanese Quark (which I believe was frozen at 4.something, on both Windows and Mac OS 9) myself, or I'd offer to PDF it for you. No matter what, unless you have Japanese Quark, that file is useless to you.

I couldn't tell you whether it would be cheaper to ask a translation firm to PDF it for you and use that PDF as a guide to rebuild the doc in InDesign, or if would be cheaper to ask a firm to convert the doc to InDesign straightaway. Since the original was most likely laid out to be read backwards (from the English point of view, anyways) and bound on the right hand spine, you're going to have to rebuild it from scratch anyways.

I've seen translated manga require a great deal of work in the past; sometimes images have to be mirror-reversed in order to make the visual flow make sense. Best of luck!
