Okay, let's make this simple---

1. Use "Image Size" in Photoshop to size the image to 5.5" X 4.125"
2. In the Save dialog, choose "Photoshop PDF" for the format, SAVE.
3. Send Resulting file to printer.

That's it. No need to use Acrobat. The printer will place the PDF on the page. I don't know why he couldn't have just used a TIFF, but "rules are rules" dioncha know!
