Why not?

Because anything in the Win\Fonts folder cannot be deactivated, but PS fonts are not copied into the Win\Fonts unless you put them there; therefore if you have a TT font and a PS font of the same name, you can at least deactivate the PS font. Of course, if it's the TT font you want to deactivate, that too must not be in the Win\Fonts folder.
