That looks like an Optima bug to me

I'm not sure what you mean by 'bug', but to me it suggests that the Optima file is corrupt. Perhaps you could experiment with Optima Italic and so on. They shouldn't all be corrupted files.

Another thing you should consider is the source of your files. A third thing you might consider is trying the font in another application. And a fourth thing you might do is perform some sort of a test of the font, but though I know such test programs exist, I can't name one: someone here is sure to know though.

If I have a Word document with straight quotes, I set my preference to smart quotes and do a Replace All with straight quotes in both places in the dialog box. Word converts the straight quotes to smart quotes during the replace operation if that's how the preference is set.. Maybe ID will do the same thing. I'd try it myself, but I lost my access to ID when I retired.

Microsoft Typography has a TrueType verifier that tells you all the things that are not in accordance with the TrueType specification.
