Default Joomla/JSAS... Please Help!!!

I currently do not have an internet connection (other than using someone else's connection or going to the library... finances aren't happening... no phone ) but I want to go ahead and use Jommla offline by way of JSAS (Joomla stand-alone server) to set up a few things till I'm back on track ...

Question 1: Can I use JSAS offline... build my site... then publish it to my server online that has Joomla already installed on it? I don't see how to copy files (update my site) to my online web host from JSAS or within Joomla online.

Question 2: If I develop my site with JSAS offline how do I give it correct URL paths to files and links? JSAS is using my hard drive as it's directory.
