Well, start with Gracol. Gets you most of the way there.

Allow for spelling errors, e.g Hutchinson (wrong) vs. Hutcheson (right).

(The info you will get is probably as incomprehensible to you as it is to me. But maybe not.)

The official Gracol 7 site is not helpful to me, who knows nothing about offset lithography, but it does give what g.r.a.c.o.l. stands for. There are other sites that give a clearer picture of what it's all about (at least the pictures are pretty).

Well, standards have to be adopted by the people working in the industry to have any effect.

When I have printers tell me "we don't worry about separation settings, just use the default Photoshop ones, they should be good enough" I have little concern about having to adjust our procedures any time soon.
