Gibson seems to have his little issues with fact as well. From his site:

"Instead, the GWX Control Panel makes itself the center of attention. It needs to be “installed”, is resident and persistent afterward, and it pops up all the time to tell us what a great job it's doing"

One little sentence, three ... umm ... let's be kind and call them misstatements of fact. Unless GWX Control Panel's behavior has changed since Gibson's page went up.
