/me off to find the pics she wanted to attach here and there...While comparing the setup of one of my vBulletin domains with the DTP one, I discovered that DTP had an attachments directory on the server, which I didn't have. So I investigated, and found out that DTP was storing the attachments in files instead of the database. Told vBulletin to fix that, which it did. Tested in this topic and discovered that it was all fixed. Like most things, it's easy when you know what's wrong. :)

Or rather, why it didn't work only for non-admins....

What I don't understand though is why storing attachment as files (presumably in the Attachments directory) didn't work - it should. Or rather, why it didn't work only for non-admins....I don't understand that either, as it had obviously worked in the past. But it isn't very efficient, as well as costing us money in that the files are considered part of our disk space allocation whereas the database isn't.
If it didn't exist before, how was it "moved"? Or, if it did exist before, why did it stop working?It had obviously been that way since the beginning, and I have no idea why it stopped working. I just know that when I changed the storage method from 'files' to 'database' it all started working the way it should. I have to admit to some trepidation in making that change, but my own personal vBulletin system made the swap from the same host to the same new host with none of the hassles we've had here, and it has the attachments stored in the database.
Also, vBulletin leaves the Attachments directory untouched after the move, so that I was able to test the new method before deleting the directory.
Still puzzled...Me too, but I'm not complaining. This was the first time we'd moved the board from one host to another, and it had been through many, many upgrades and updates since we started back at the end of 2004, so it's unlikely we'll ever find out what caused the problem.

Especially since file storage should work (and did for admins!). Gooood brainwave!And it worked for everyone prior to that. Maybe that flakiness is one reason they recommend storing them in the database, and provide an admin function for moving them – an elegant one, too.

Make sure the attachment directory, all of its subdirectories and the files are owned by the same user that runs the PHP script. Most likely this user is the same as APACHE.
I imagine that what Ann did was what the guy said to do. I just scratched my head and worked on other problems.
I’m afraid to say that we have everything fixed now, for fear of jinxing us — but if I were brave, I might say that.

Things no longer feel flaky - and I'm off to visit my mum for her birthday!

And there are some question marks that arose during the interval — we’ll only fix those if they seem to be bothering us for the long haul (most were in threads talking about the move).
