Dover Publications is having a winter sale (http://store.doverpublications.com/by-subject-winter-sale.html) of many of its clip art books and book/CD sets. A few examples:

If this were a CD, I would get it, but as a book to be scanned, no go. Anyway, flags and political symbols are readily available from Google images.

There is also the Open Clipart Library (http://www.openclipart.org/), which is vast and free. The art is in .svg format, which is handled with varied degrees of success by applications -- both commercial and open source.

The art is in .svg format, which is handled with varied degrees of success by applications -- both commercial and open source.Adobe Illustrator will open SVGs (regular and compressed). I haven’t tried it myself, but suspect you could then save it as an Illustrator EPS, PDF, or some other format.
